Across the Asian region local governance continues to evolve towards a more responsive, enabling and participatory state. The varied experiences leading to such enabling conditions presents a wealth of information from which neighboring countries could learn from.
ARCD serves as a resource center for information on decentralization and local governance experiences. It has a growing collection of resources from countries in the Asia-Pacific region, Europe and Africa. Information sharing and dissemination is constantly advanced through its network of public and private institutions and individuals.
The ARCD was launched during the 2nd International Conference on Decentralization last July 25-27, 2002 at the EDSA Shangri-La Manila, Philippines in the presence of international and local partners.

ARCD is based at the Center for Local and Regional Governance (CLRG) of the National College of Public Administration and Governance, University of the Philippines. CLRG is the premier research and training institution for local governance in the Philippines based in the Philippines’ leading state university.
ARCD was established through the assistance of the United Nations Development Programme (UNDP), the Office of Senator Aquilino Pimentel, Jr. and the Asia PARAGON Regional Governance Programme of UNOPS.
